Assembly bill could stall Sutter Health hospital closure in Berkeley

As Sutter Health plans to transfer Berkeley’s only emergency medical center to its Oakland campus, Assemblymember Tony Thurmond, D-Richmond, authored a bill that puts more hurdles in the process for closing state health facilities.
